This morning it was pouring rain when I left the house. My wife watched me walk out the door, suggesting that I take a rain coat or umbrella. I just left.
I honestly don't see the big deal about getting your clothing wet. So it takes 20 minutes to dry completely. I honestly rather not carry an extra coat or an umbrella with me, if all it takes is 20 minutes for my cloths to dry.
Heck, I don't even have to dry them. I sit, do my work, they dry without me doing anything.
Same with my hair, it dries also.
OK, so if I was into my hair style or I had expensive clothing that can get ruined in the rain, I would wear a coat. But otherwise, I see no point.
I don't mind feeling the rain fall on me. On a hot summer day, it feels nice.

I can understand no umbrella/raincoat. I hate wearing a coat, and I haven't carried an umbrella in at least 10 years.
I also hate getting wet, but apparently not as much as coats and umbrellas.
The biggest problem I ever have is the reaction of others around me to my being wet - it's just water people - like you say - it DRIES.
And if all your clothes are so delicate that they ruin upon contact with water - you can probably afford to replace them anyway so who cares. :)
